The Role of Library within the Management of QA in Higher Education Institution–Romania’s Case

Abstract—It is unanimously accepted that education represents an act of conscience and by it’s quality mainly depends not only the future welfare of the nation but also it’s distinct role in the regional and global configuration. The first steps towards a system of QA in HEI from Romania were taken in 1995 when the first institution that was in charge of implementation and control of performance indicators was set up (The national council of academic evaluation and accreditation). In all these years, the items of the quality system were massively changed, now we have approximate 120 indicators for a study program (initially were 35) and 270 for the evaluation of a HEI (initially were 26). These modifications envisaged not only to increase the number of items but also introduction of the qualitative items (not just quantitative ones) and also to establish clear quantification methods. Regarding the university library as an important part in the management of QA we notice that we are still operating with the items since 1996 The paper presents comparatively the results of evaluation from several universities carried out in 2011 as an evaluation expert of The Romanian Agency for Quality Assurance.
